This is a newer version terminal board, Please see notes: 

• If the customer is operating at 115 volts, use the part they received and wire the motor as shown on the nameplate; the #3 is only used to park the brown lead and prevent it from doing any damage.
• If they’re running on 230 volts, use the part they received, but cut the terminal from the brown lead and tape it off.
